Who is responsible for submitting the ECP?

The responsibility for submitting the Engineering Change Proposal (ECP) primarily lies with the Contractor or organic Government activity. This is because they are the ones who identify the need for changes based on requirements, performance issues, or other factors that necessitate a modification to the existing systems or processes.

The contractor's role involves the practical application of engineering principles and the ability to assess how proposed changes will impact the project’s execution, cost, and schedule. By submitting the ECP, they provide detailed information that the relevant authorities will review to determine the viability and implications of the change.

On the contrary, while the Program Management Office has a significant role in overseeing the project and ensuring alignment with strategic objectives, it does not hold the direct responsibility for submitting ECPs. Similarly, the Configuration Control Board's function is to review and approve ECPs rather than initiate them. Lastly, the Procuring Contracting Officer is involved in contract management but is not directly responsible for the submission of ECPs as their focus is more on the contractual aspects of procurement rather than the engineering change process itself.
